The countercyclical capital buffer (CCyB) rate has been set for banks

The Board of the Central Bank of Uzbekistan (CBU) has decided to set the CCyB rate for banks at 1.5 percent, effective from January 1, 2026. This measure is aimed at further strengthening the resilience of the banking system and mitigating cyclical systemic risks.

This decision was taken to align banks’ capital requirements with Basel III standards, while also taking into account the recommendations issued under the International Monetary Fund and World Bank Financial Sector Assessment Program (FSAP) conducted in Uzbekistan during 2024–2025.

In setting the CCyB rate, key indicators reflecting the financial cycle and systemic risks were taken into account. In line with the established methodology, the buffer rate was determined using quantitative assessment approaches.

The CBU reviews the CCyB rate twice a year. The buffer rate may be set within a range of 0 to 2.5 percent of a bank’s risk-weighted assets.

The CCyB is a macroprudential supervision tool designed to strengthen banks’ resilience. It requires banks to hold additional capital during periods of high economic activity and helps cover potential losses and support lending during periods of economic slowdown.
