We all clearly understand that corruption in any form hinders the development of society, reduces trust in state bodies and organizations, and undermines the rule of law.
As noted by the Head of our State in his Address to the Oliy Majlis and the people of Uzbekistan dated December 26, 2025, “allowing corruption is a betrayal of reforms, and in order to combat this vice, a ‘state of emergency’ has been declared for 2026.”
In this regard, in the New Uzbekistan, based on the principle “For Human Dignity,” within the framework of reforms aimed at further improving the well-being of our people, ensuring the unconditional protection of human rights and interests, and forming an active civil society, it is required to establish an environment of uncompromising fight against corruption in all spheres.
In the system of the Central Bank, large-scale work is also being carried out to prevent corruption, to identify at an early stage and eliminate the causes and conditions that may lead to it, and to form an effective system in this area.
In particular, it is possible to note a number of practical measures, such as the establishment of internal anti-corruption control structures within the Central Bank system, the implementation of recruitment based on open competitive selection, the conduct of anti-corruption expertise of draft regulatory legal acts, the introduction of practices for identifying and eliminating corruption risks in procurement processes, as well as carrying out operations in the money and domestic foreign exchange markets strictly on the basis of market mechanisms.
As a result, according to the итогs of the rating assessment of the effectiveness of anti-corruption activities for 2025, the Central Bank received a high score of 95 points among state bodies and organizations.
Also, based on the recommendations of the Central Bank, systematic work is being carried out in the banking system to reduce the human factor through the digitalization of banking services provided to the population and business entities.
At the same time, work on preventing corruption in the banking system, early identification and elimination of the causes and conditions that may lead to it, as well as on forming an environment of intolerance towards corruption will be consistently continued in the future.
The Central Bank supports the activity and initiatives of citizens in effectively organizing work on combating corruption and preventing corruption manifestations.

In turn, I once again call on every manager and employee of the Central Bank system to demonstrate intolerance toward any form of corruption and to perform their official duties honestly and impartially.
Combating corruption requires from each of us a high level of legal awareness, civic responsibility, and personal integrity. Only through our joint and decisive efforts can we eradicate this phenomenon.
