Reports have appeared on social networks regarding issues encountered by minors when opening bank cards and linking these cards to the mobile applications of commercial banks or payment organizations due to the requirement of biometric identification.
According to the amendments made to the “Instruction on the Procedure for Opening, Maintaining, and Closing Bank Accounts,” approved by the relevant decision of the Central Bank’s Board, minors aged 14 to 18 are now allowed to independently open bank accounts.
To prevent fraud related to bank cards, a mechanism for biometric identification (Face ID) during “New Registration,” “Password Recovery,” and “Login from Another Device” has been introduced in the mobile applications of banks and payment organizations, based on the relevant directive of the Central Bank.
In light of this situation, the Central Bank has issued instructions to banks and payment organizations — based on risk-management policies — to provide electronic payment capabilities via mobile applications for minors while maintaining additional identification mechanisms for high-risk operations.
It is announced that in the near future minors will be able to use their bank cards through the mobile applications of banks and payment organizations.
