A personal reception of individuals and representatives of legal entities was held by Nodirbek Achilov, Deputy Chairman of the Central Bank of the Republic of Uzbekistan. The reception was attended by responsible officials of the Central Bank's structural units, as well as senior officials of JSCMB "Ipoteka-bank", JSC "Anorbank" and JSCB "TBC Bank".
During the reception, a citizen and his representatives raised the issue of cancelling online microloans that had been unlawfully arranged in his name by fraudsters at three banks. It was also reported that calls demanding repayment of these debts were being made at night and that relatives were being disturbed. The appeals were heard individually, with the participation of senior officials of the respective banks, and the applicants' questions were answered.
Following the reception, the information provided by the banks on the accrual of interest on online microloans arranged as a result of fraud, as well as on cases under court review, was noted for information. The banks' management was advised that, pursuant to the Law "On Bank Secrecy", the disclosure to third parties of information concerning a borrower's indebtedness is prohibited, and that telephone reminders about indebtedness may not be made between 20:00 and 8:00 local time, while failure to comply with these requirements may result in appropriate measures being taken against the bank or its employees.
In addition, the banks were recommended to carry out a review of the existing procedures and conditions for issuing online loans in order to prevent instances of fraud, and to organise relations with borrowers recognised as victims on a fair and good-faith basis. The banks were tasked with examining the appeal and, within 15 days, providing the author of the appeal and the Central Bank with information on the results and the measures taken.
