The Central Bank, in cooperation with INCEIF University of Malaysia and Al Muamalat Consulting LLC, is organising the Samarkand Islamic Finance Forum (SIFF 2026), to be held in Samarkand on 27–28 October 2026.

The Forum is expected to bring together international organisations including the Islamic Development Bank, the Asian Development Bank, the International Finance Corporation, the Islamic Financial Services Board (IFSB), the Accounting and Auditing Organization for Islamic Financial Institutions (AAOIFI) and the United Nations Development Programme (UNDP), as well as representatives of the central banks of Malaysia, Indonesia, Kazakhstan, Kyrgyzstan and Tajikistan, Islamic finance scholars, specialists from foreign Islamic banks, and domestic and international experts.

The Forum will serve as a dialogue platform for the exchange of experience and the development of practical cooperation among regulatory authorities, international financial institutions, financial market participants, Islamic finance scholars and industry professionals.

The Forum will address the following topics:

The current state and development prospects of Islamic finance in Central Asia — development trends in Islamic finance in Uzbekistan, Kazakhstan, Kyrgyzstan and Tajikistan, recent regulatory initiatives, market dynamics and institutional development;

Priorities for accelerating the development of Islamic finance — regional exchange of experience in building an enabling ecosystem for Islamic finance, and the establishment of cooperation and partnership ties;

Governance frameworks aligned with Islamic finance standards — introducing effective governance arrangements that ensure compliance with Islamic finance standards, risk management in Islamic finance, and the enhancement of internal control mechanisms;

Islamic capital markets and liquidity instruments — priority directions and practical approaches to developing Islamic capital markets, liquidity management instruments, the requisite market infrastructure and regulatory mechanisms;

Human capital development in Islamic finance — establishing an effective education system in the field, and promoting professional training and qualification upgrading programmes;

Building public trust in Islamic finance — raising public financial literacy in Islamic finance and protecting the rights of users of Islamic financial services.

The Forum is intended for representatives of central banks and financial market regulators, international financial organisations, banks and Islamic financial institutions, Islamic finance scholars and specialists, capital market participants, and faculty members of academic and educational institutions.
