Asian Development Bank (ADB) supported the Central Bank in conducting a Nationwide Financial Inclusion and Literacy Survey

As part of the technical assistance project “Inclusive Financial Sector Development Program,” the ADB supported the Central Bank of Uzbekistan in carrying out a comprehensive survey to assess the level of financial inclusion and financial literacy in the country. The survey was based on internationally recognized methodologies, including those developed by WB Findex and the OECD, and incorporated selected questions from the IFC’s 2020 questionnaire as well as IFAD’s tools.

The quantitative survey covered 1,200 respondents across six regions of the country - the Republic of Karakalpakstan, Kashkadarya, Fergana, Samarkand, Jizzakh regions, and the city of Tashkent. The qualitative study was conducted in five regions - Khorezm, Surkhandarya, Bukhara, Andijan regions, and the city of Tashkent - with the participation of 198 individuals, including women, youth, and rural residents.

The regions were selected based on their socio-economic development profiles (agricultural, industrial, less developed, and urban center). The data was collected through face-to-face interviews conducted by the Center for Socio-Economic Research “Ekspert Fikri.”

The survey was conducted to assess the measures implemented between 2021 and 2023 to expand access to financial services. It provides insights into the use of basic financial services, financial behavior, and the level of financial literacy among the population.
