The Banking Supervision Committee Reviewed Over Forty Issues in September of This Year

In September 2025, the Banking Supervision Committee of the Central Bank held nine meetings during which 43 issues were reviewed and corresponding decisions were made.

In the area of registration and licensing, 28 issues were considered, including:

  • Registration of amendments to the charters of credit institutions (5 cases),

  • Registration of newly established microfinance organizations (2 cases),

  • Granting permission for ownership of shares in the charter capital of credit institutions (3 cases),

  • Issuance of auditor qualification certificates for the right to conduct audits in banks (3 cases),

  • Issuance of a license to operate as a microfinance bank (1 case),

  • Consideration of candidates for the supervisory boards, executive boards, and key managerial positions of commercial banks (14 cases).

Additionally, 15 issues related to the financial condition of credit institutions were discussed. These included:

  • Compliance with the Central Bank’s directives and prudential requirements,

  • Results of inspections of commercial banks and microfinance organizations,

  • Protection of consumer rights in banking services,

  • Measures aimed at countering the legalization (laundering) of proceeds from criminal activity, the financing of terrorism, and the financing of the proliferation of weapons of mass destruction.

Seven banks and thirteen payment institutions received warnings regarding the imposition of measures and sanctions for non-compliance with prudential requirements, failure to align their operations with legal regulations, and deficiencies identified during supervisory inspections.

Moreover, eight banks were fined for violations identified during inspections conducted by the Central Bank, including breaches of anti-money laundering, counter-terrorism financing, and anti-proliferation financing regulations, as well as non-compliance with legal requirements concerning their interactions with banking service consumers.
