At its meetings held in October 2025 (7 sessions), the Central Bank's Bank Supervision Committee reviewed 24 issues and adopted the relevant decisions.

In the area of registration and authorization, 14 issues were considered, including the registration of amendments to the charters of credit institutions (3), registration of newly established microfinance institutions (2), removal of a microfinance institution from the registry (1), granting permissions for acquiring shares in the charter capital of credit institutions (3), as well as reviewing the candidacies of members of supervisory boards and management boards of commercial banks and key personnel (5).

Additionally, 10 issues related to the financial condition of credit institutions were discussed — compliance with the Central Bank’s instructions and prudential standards, results of inspections carried out in commercial banks and microfinance institutions, protection of consumer rights in banking services, and matters related to combating money laundering, terrorism financing, and the financing of the proliferation of weapons of mass destruction.

Due to non-compliance with prudential requirements, failure to align activities with legislative norms, and deficiencies identified during inspections, one bank and one payment organization were issued warnings regarding the application of measures and sanctions.

Furthermore, for violations of Central Bank requirements discovered during inspections, as well as breaches in compliance with anti–money laundering, counter-terrorism financing, and counter–proliferation financing rules, three banks, five microfinance institutions, and two payment organizations were subjected to financial penalties.

In addition, due to violations identified in the joint-stock companies “TEZPAY” and “NATIONAL PAY”, certain types of payment services and operations— including the processing of electronic payments, providing banks with required information for payment execution, accepting funds, and conducting transfers — were restricted for six months starting from 13 November of the current year.
