On September 18, 2026, the Central Bank of the Republic of Uzbekistan and BlackRock, a global investment management firm, signed a Memorandum of Understanding in Tashkent on the sidelines of the International Public Assets Management Forum (IPAM – 2026).
The Memorandum establishes a framework for exploring cooperation in the field of international reserve management. The parties intend to exchange expertise and views on strategic asset allocation, portfolio construction, investment solutions, risk management, capital market assumptions and macroprudential analysis, as well as on other topics of mutual interest.
The Memorandum also envisages regular expert dialogue, including briefings by the BlackRock Investment Institute on global market developments and macroeconomic perspectives. In addition, it provides for the participation of Central Bank representatives in BlackRock forums, roundtables, seminars and educational programmes, including those of the BlackRock Education Academy, as well as the possible development of a dedicated training and research programme for Central Bank specialists.
The partnership is intended to strengthen the Central Bank’s institutional capacity and analytical expertise in reserve management, support the further alignment of its practices with international best practice, and deepen professional engagement with leading participants in global financial markets.
The Memorandum is valid for two years. It does not create any investment mandate, transaction or financial commitment for either party. Specific areas of cooperation will be pursued, where appropriate, on the basis of separate agreements and in accordance with applicable legislation.
