Central Bank of Uzbekistan Approves the National Strategy for the Development of Financial Technologies for 2026–2030

In recent years, the use of digital financial services in Uzbekistan has steadily expanded, while new financial technologies and business models have continued to develop rapidly. Alongside making financial services more convenient, faster and more accessible, these developments require a systematic approach to supporting innovation, effectively managing emerging risks and protecting consumer interests.

Against this backdrop, the National FinTech Strategy sets out the key directions for building a modern, competitive and resilient financial technology ecosystem in Uzbekistan.

The Strategy’s primary objective is to position Uzbekistan, by the end of 2030, as the most attractive jurisdictions in Central Asia for FinTech companies, while ensuring that digital finance remains safe, simple and broadly accessible for individuals and businesses.

The Strategy is built around six key priorities: developing a thriving and enabling FinTech ecosystem; strengthening risk-ready supervision; deepening regional integration; positioning Uzbekistan as a Fintech gateway to Central Asia; advancing technology-driven finance; and fostering a trusted and dynamic financial environment.

Within these priorities, the Strategy envisages supporting FinTech companies throughout their journey from idea to market, enhancing modern and risk-based regulatory frameworks, developing cross-border payments and remittance channels, and further strengthening digital financial infrastructure.

In particular, key transformational initiatives include the development of an Innovation Hub, the enhancement of Regulatory Sandbox 2.0, the introduction of Open Banking/Open Finance and open API standards, the improvement of digital identity infrastructure, and stronger regional payment connectivity.

Implementation of the Strategy will take place in phases throughout 2030. The initial stage will focus on establishing the institutional and technological foundations of the FinTech ecosystem. Subsequent stages will expand shared digital infrastructure and regional connectivity through the development of digital identity infrastructure, payment modernisation and interoperability, Open Banking and Open APIs and AI experimentation. The final stage will aim to strengthen Uzbekistan’s position as a leading fintech hub in Central Asia.

The implementation of the Strategy is expected to broaden access to financial services, promote new financing solutions for small and medium-sized enterprises, enhance the security of digital finance, attract investment and innovative companies, and strengthen Uzbekistan’s role in regional financial integration.
